SPP is only temporary, because they have not been able to integrate North and South America under FTAA. SPP serves the purpose too, because of the resistance being met by immigration reform. If the Senate Bill S. 2611 were implemented we would have a de facto free movement of people, trade, and capital. FTAA is the ultimate step before the final coup of uniting the various unions into one world government.
