I am writing from Tokyo. I agree with you that the UN is not helpful enough. However, I think it is America's and its allies' interest to keep the UN as a "hostage" in US territory. The UN cannot subsist without US dollars. If Bolton gets in there it might (might?) help and that is the only hope the UN has left. The thought of a Bill Clinton as SG for the UN is frightening to me beyond Kofi Annan because Clinton carry's too much clout with the appeaser lovers of the world. The only thing that might happen if Clinton were made AG would be that Hillary would in no way be able to run for President in 2008. I think if the US pulls out of the UNit will die.
